Official’s Roles and Responsibilities - STAGE DIRECTOR
Primary Duties
The primary role of the Stage Director is to ensure the successful running of their designated TARGA Stage.
Organisational Structure
A Stage Director reports directly to the Clerk of the Course. A Stage Director is responsible for managing all of the roadside officials on their designated TARGA Stage.
Event Communications
Vehicle Trackers, who are apart of the Stage Team are located at a TARGA Stage Start and Finish Controls, will communicate with each other about the progress and incidents of that TARGA Stage. The Start Trackers at the Targa Stage Start Control has responsibility of making sure that the Stage Director is made aware of all applicable messages. The Stage Director will also be issued an Event mobile phone to keep in direct contact with the Command Centre.

After the last TSD Trophy competitor starts there will be “TSD Trophy Sweep” vehicle to start the stage 30 seconds after the last TSD Trophy competitor.
2 minutes after the “TSD Trophy Sweep” vehicle (maybe more on longer stages) leaves the start line the first Thoroughbred Trophy and GT Sports Trophy competitor will start the stage.
2 minutes after the “GT Sports Trophy Sweep” vehicle (maybe more on longer stages), the first Competition vehicle will start the stage.
AFTER LAST COMPETITION VEHICLE
In the event of an accident, incident or obstruction, the Stage Director will be responsible to act on direction from Command Centre with respect to the following:

The Stage Director will ensure the following items are completed and/or in place:
- All access to non-event vehicles is restricted (the road is closed) at least 1 hour prior to the scheduled time for the first competitive vehicle.
- Access to the TARGA Stage will only be granted to authorised vehicles of the Event. Stage Directors must also be aware of the cut off times for these vehicles to enter the TARGA Stage.
- All manned road closures are in place and are contactable via mobile phone if cellular networks allow.
- Ensure the TARGA Stage remains closed and secure with the help of Road Closure Officials by road closure time.
- Establish radio communications with all Stage radio points including SOS Points and Repeater sites.
- Ensure the radio is constantly monitored.
- Check that each vehicle entering the TARGA Stage has the correct access pass/permission.
The Stage Director will also be aware of the following items:
S – 2 hours (approx.) Can be earlier if needed.
- Stage Director and Start Crew to arrive at Start Control and set up control point. Communications is the priority to set up first.
S – 1 hour 30 minutes (approx.)
- “Communications” Support vehicle will arrive to check stage communications at Start Control and in-stage communications with SOS points.
- Advise Finish that “Communications” Support vehicle has started the stage.
S – 1 hour 10 minutes (approx.)
- Depending on the length of the stage, the Stage Director contacts Finish and suggests that Traffic Management tries to discourage all vehicles from entering the stage.
- “MIV” vehicle(s) to arrive at Start.
- Stage Director to advise Command Centre which “MIV” vehicle(s) have arrived at Start.
S – 1 hour 5 minutes (approx.)
- Safety Managers to start conducting final tie-off from agreed locations in stage and security checks using Stop Point officials to help with the final tie off. (Should be earlier on longer stages).
S – 1 hour
- Enforce Road Closure where only vehicles displaying stage access pass or restricted access pass may enter the stage.
S – 59 minutes (approx.)
- “009” Deputy Clerk of Course vehicle will arrive at Start Control.
- Will check all communications and timing systems are functioning.
- Will liaise with Stage Director that stage is set up and Safety Managers have progressed with final tie-off.
- Stage Director to advise Finish and Command Centre that “009” Deputy Clerk of Course vehicle has started the stage and time started.
S – 54 minutes (approx.)
- “000” Police Road Closure vehicle to complete ‘Condition Yellow’ form before leaving start (see Appendix).
- “000” Police Road Closure vehicle to start stage and enforce road closure with lights and sirens going.
- Stage Director to advise Finish and Command Centre that “000” Police Road Closure vehicle have started the stage and time started.
S – 50 minutes (approx.)
- “010” Police vehicle to start the stage. This vehicle will check positioning of public viewing locations and move if deemed unsafe, while also checking Police Permit.
- Advise Finish that “010” Police vehicle have started the stage.
S – 45 minutes (approx.)
- “00” Course Checker to start the stage.
- Stage Director to advise Finish and Command Centre that “00” Course Checker has started the stage and time started.
- Tour group arrives.
S – 35 minutes (approx.)
- Stage Director to advise Command Centre of ‘Condition Blue’ status once received from Finish.
- Command Centre will issue ‘Condition Green’ (see Appendix) status upon receiving ‘Condition Blue’.
- Command Centre will also confirm gaps between vehicles specific to that stage.
S – 30 minutes (approx.)
- Permission to start the Tour Group will come from the “00” Course Checker or Command Centre.
- Tour Group should be assembled and prepared for start prior to this time.
- Tour Group to start the stage.
- Tour Group cars will carry door panels with a black background and are numbered 100-349.
- Stage Director to advise Finish and Command Centre of start times for 1st Tour Leader vehicle and “Tour Sweep Final” vehicle.
- Commence Tour tracking from 1st Tour Leader.
S – 3 minutes (approx.)
- “0” vehicle to sign ‘Condition Green’ form before leaving start.
- “0” vehicle to start the stage (with Command Centre approval).
- Stage Director to advise Finish and Command Centre that “0” vehicle has started the stage, time started and how many competition vehicles are at the Start Control.
- Commence Competition tracking from this vehicle.
S – 0 minutes (approx.)
- First TSD Trophy competitor to start stage 3 minutes after “0” vehicle OR once advised by Command centre (maybe more on longer stages). All following vehicles are started at 30 second intervals.
- TSD Trophy competitors will carry door panels with a yellow background and are numbered 350-399.
- Stage Director to advise Command Centre the number of the first TSD Trophy competitor to start the stage and time started.
After the last TSD Trophy competitor starts there will be “TSD Trophy Sweep” vehicle to start the stage 30 seconds after the last TSD Trophy competitor.
2 minutes after the “TSD Trophy Sweep” vehicle (maybe more on longer stages) leaves the start line the first Thoroughbred Trophy and GT Sports Trophy competitor will start the stage.
- Thoroughbred and GT Sports Trophy competitors will carry door panels with an orange background and are numbered 400-499.
- After the last GT Sports Trophy competitor starts there will be a “GT Sports Trophy Sweep” vehicle start the stage 30 seconds after the last GT Sports Trophy competitor.
- Stage Director to advise Command Centre the number of First GT Sports Trophy competitor to start the stage and time started.
2 minutes after the “GT Sports Trophy Sweep” vehicle (maybe more on longer stages), the first Competition vehicle will start the stage.
- Each Competition vehicle to start stage every 30 seconds (maybe longer if not enough vehicles at Start Control to maintain 30 second gap).
- Stage Director to advise Command Centre the number of First Competitor to start the stage and time started.
- Stage Director to advise Command Centre the number of the Last competitor to start the stage and time started.
AFTER LAST COMPETITION VEHICLE
- “999” Competition Sweep vehicle to start the stage 30 seconds after last competitor (no Command Centre approval required).
- Stage Director to advise Command Centre that “999” Competition Sweep vehicle has started the stage and time started.
- All MIV/ICV vehicles located at Start Control to start the stage straight after “999” Competition Sweep vehicle.
- “Recovery” vehicle to start the stage.
- Event tow trucks to start the stage.
- “Road Open” Police vehicle to start the stage once signed ‘Condition Red’ form he has received from Stage Director and take to Finish.
- Shuttle buses to enter the stage directly behind the “Road Open” Police vehicle (unless directed by Command Centre).
- “Stewards”.
- “Scrutineer”/”Technical”.
- Media vehicles.
- Competitor service vehicles.
- Public vehicles.
In the event of an accident, incident or obstruction, the Stage Director will be responsible to act on direction from Command Centre with respect to the following:
- Interruption of competition.
- Deployment of any MIV and/or Emergency Services.
- Deployment of any recovery crews required.

Responsibilities
- Development of Tour and Competition systems.
- Development and running of designated TARGA stages.
- Ensure the SMT and all stage officials are appropriately trained.
- Manage the Command Net cellular mobile telephone system from the Start Control.
- Familiarisation with the Supplementary Regulations and Judge of Fact sheet.
- Oversee the distribution and collection of all stage equipment.

- Recruit and train the SMT and other Officials.
- Attend all Stage Director Committee meetings.
- Assist in the development of management policies and procedures, operational systems, and safety plans.
- Implement event safety policies and plans.
- Manage the Start Control area, reporting to the Clerk of the Course on the condition of the stage during set up and progress during competition.
- Issue the TARGA stage Start Recording forms.
- Issue the vehicle tracking forms.
- Issue the TARGA Time Control-In Recording forms.
- Issue the Stage Safety Manager Preparation sheet to “00” Course Checker.
- Make sure that “MIV” vehicle(s) are in place and ready before stage starts.
- Ensure that all Official, Media, Emergency vehicles etc. from the “000” Police Road Closure vehicle until the “Road Open” Police vehicle are recorded when starting the stage.
- Record and report all incidents occurring during the running of the stage.
- Where possible contact any property owners who have had property damaged during the event, advising same to the Command Centre.
- Assist the Clerk of the Course as required.
- Oversee the management of the assigned stages for the duration of the event.
- Organize post-competition clean-up of the assigned stages ensuring there is NO debris or other material left behind.
- Stage Director to ensure all paperwork is returned to the Warehouse at the end of the Event.
Keep yourself safe and follows these tips!
- Stay hydrated
- Where practical, seek shade
- Park your vehicle across the road or track you are closing, well back from the plastic tape.
- If a member of the public happens to come along, explain that the road is closed with the permission of Police, the local council and TMR for the purpose of a high-speed motorsport event. Show them the permits that are included in this pack that the stage commander has given you.
- At no time should you put yourself in danger from an aggravated person. If they look like they are becoming argumentative, use your radio or direct them to your stage commander who will alert Event Command, and let them go. If they do go into the stage, try to get them to go in the direction the competition cars will be travelling, then try and flag down the next competing or course car immediately, and explain the situation.
- The road is considered closed once you have assumed your position on the stage. Following from this, you will next see course vehicles checking the placement of all officials and tapes, boards, road conditions and road book.
